Background |
Shell Shipping operates about 50 tankers around the world, carrying oil, oil products and liquefied natural gas. The fleet is linked to its London Head Office by satellite, which enables Health & Safety management to receive real-time information on any hazardous incidents, to take the necessary remedial action, promulgate learnings to other vessels and to receive comprehensive data on all Health & Safety issues. |
Key Objectives For Omnisafe |
HSE non-conformance reporting The company had been running a spreadsheet system of reporting for over 19 years, which had become more and more complicated over time. It needed a simple, all-encompassing system that provided all the data needed and reduced the everincreasing volume of e-mails. |
Timescale |
After an initial 3-month test, Omnisafe was installed on the first ship in March 2005, and, after a 6-week live test, was rolled out to the rest of the fleet during the following 12 months. |
Operational Solution |
Omnisafe acted as a comprehensive off-the-shelf, but tailored, solution to Shell’s needs. It was compatible with the existing system, and was able to be adapted to existing methods of reporting - minimising disruption and staff re-training. No new modules were required. The system works on two operational levels: Safety: incident reporting on a permanent, real-time, 24/7 basis, including first-aid cases, safety or environmental related incidents and medical treatment cases. It is also used as an onboard unsafe act and condition reporting tool. Quality: regular reporting tool for all types of ship inspections, (SIRE, PSC, ISM audits and superintendent visits) with action points fed into the system, to generate future prevention policy, and comprehensive reporting for detailed trend analysis. There are two levels of management involved in this vital process: 1. On board for day-to-day reporting of unsafe acts and conditions that have not resulted in a safetyrelated incident. 2. Head Office management receive reports of incidents that have resulted in a safety or environmental incident, such as injuries, pollution, near misses, security incidents and medical treatment cases. |
